HED’s current Leader with Associate Agreement (LWA) is explicitly designed to serve as a resource across each of USAID’s technical sectors. HED assists Bureaus and Missions to address any strategic objective or performance plan for which investments in higher education would be an asset. Through Associate Agreements, HED works directly with USAID Bureaus and Missions to design a program that best uses the resources of the nearly 2,800 higher education institutions that HED represents to address strategic objectives.
